Dao, at first glance, is just a rich, spoiled, stuck up capitolite. But then, at second glance, one notices where he is. At the moment, Dao is living in the peacekeeping HQ in District 2. He is not there by choice, but by government order.
Dao was born to Nero Valencia and Naenia Fritterman in the heart of the pre-Panem dictatorship. The pair had married for power and wealth, but Nero had slowly fallen into a love with Naenia that she couldn't reciprocate. Their family was strained from before Dao was even born. He was an only child, and his parents were away often, working as advisors to the dictator. They did all that they could to please him, and Dao was thrown to the side. But it wasn't always bad; to keep him happy, Dao's parents gave him whatever he wanted, and by the time he was 12, Dao's governess let him leave their penthouse as he pleased, as long as he brought along bodyguards.
When he was 14, Dao's mother was diagnosed with a disease called the Carne Plague. It caused her to bleed out of every orifice in her body, constantly wracked with internal pain and cramping. She eventually died. Dao didn't really know his mother that well, but her death affected him all the same; Nero, who had become obsessed with Naenia, was angry and hurt, and he took it out on Dao. At first, it was verbal physiological abuse, intense and horrific, driving Dao into a bitter depression. Rules were tightened around him, and his many possessions were taken away.
Next came the physical and sexual abuse.
Perhaps it was because Nero was never able to receive love himself, or perhaps he was bitter that Dao had even been born out of their loveless marriage. But Nero proved to his son that he didn't care for him, not one ounce. He could not talk to his father without being addressed explicitly first. He could not eat but once a day. He was given a specific schedule of servantry to his father, including sexual acts for his pleasure. And he had to follow it to the T. Whenever Dao did something against Nero's strict "code", he was branded with a hot metal pole that his father had found on the street.
During the Dark Days, Dao's father was important advisor to the dictator. Much of his time was taken up away from home, and his grip on Dao relaxed unexpectedly. Dao was in the Capitol, living it up. He saw the chaos and freedom as an excuse to have as much 'fun' as he could, partying, robbing stores, sleeping around, and doing whatever he very well liked. But when the dictator was overthrown, Dao and his family were kicked out of the capitol for cooperation with the dictator. Despite their charges, their family was able to pay their was up through the districts, all the way up to District 2.
