If one had asked him last year what he would be doing today, Tiberius Callian would not in a million tries have guessed he would be here. In district five, chatting and making deals with the criminal elements. Oh hell he would have guessed it from his father. The man would make any deal that benefited him. He likely would have then proceeded to step back on his deal as soon as he had gotten what he wanted. Tiberius had prided himself on being different than that. Keeping his deals and keeping off the path of corruption. Well he still hadn't failed the first, but according to some he had already dipped his toes in a bit of corruption just talking to the people he had been. What was necessary was needed and it was such a small thing compared to the things he had seen pre war.
The man had come earlier than he had been scheduled to arrive in District 5. Now normally this wasn't entirely unusual for him. Although it was generally time used to see the state of the district before he would attempt to address the necessary training issues. It was a level of diligence that the Capitol loved him for, and District Commanders tended to resent him for. He nitpicked their faults. Of course in the nature of bettering their performance and cleaning up the messes. If he left them to get comfortable then was he really doing his job?
Except he was preoccupied this time. The man had dressed himself in dark clothes, slicked back his hair, and tried to blend in among the district citizens despite the fact that many in these circles would notice the new face around town. The peacekeepers would possibly recognize his face too, and he wasn't in a spot to deal with them. His purpose here was to find a person. One Nero Fox. A deserter...the word left a sour taste on Tiberius’ tongue. Especially when considering his purpose for tracking the man down. He was blood. Half blood anyways, the child which had come from his mother's betrayal. Her true love more like it, as a more mature Tiberius had come to the realization that Judas had been an infinitely better man than Marrik had ever been. This man had become victim to one of Marrik’s ultimate cruelties. His mother killed, father imprisoned, and he was left to… well the papers hadn't said what Marrik wanted the outcome to be.
“Take it to District 5, and make it disappear.” Had been the closing statements on the matter in the communications he had found between Marrik and the poor enlisted man who served as his aide at the time. So that had been where his searching came to, and had led to this final moment.
Another day wandering the black market - and that dump was the last place he wanted to be for anything else, he should have been storming it with a full task force and yet he actually made purchases there - has eventually gotten him what he wanted. Fox. He saw him, and from there Tiberius had not allowed him out of his sight. Now Tiberius was good at sneaking. Secrecy. Surveillance. He bought a few unnecessaries and then followed as soon as his subject left the place. The city itself was only mildly fresher of air than the alleyway that made up their market.
This guy didn't take the short cut home. That was for sure. He must always be prepared to be followed if this was his normal path. Or it started to dawn on Tiberius that maybe he had been found out. Tiberius was good at what he did and following people unnoticed, but perhaps he really had. It was getting harder and harder to find a way to remain unnoticed. So he started to work through a story in his mind of how to explain his presence in this back alley. If all else failed, he had the comfort of a pistol hidden inside his jacket… hopefully though this was just a normal path for this guy.

Max went underground, it was the only place to get what he needed. He wasn't good at being a soldier and following orders, but he was good at technology and scamming people. So that's what he did. He'd been looking for a specific part for weeks now, it was the last thing he needed. There were a lot of unused parts and broken pieces that people could rifle through because of the war and the destruction it brought. People needed to start over and they needed to use as many new pieces as they could to put the factories back together. Power was something not to be messed around with. But salvaging was a big industry now. He'd been looking around at the many things vendors had. He wasn't going to overlook someone just because they didn't look like they were selling what he needed. He always needed something, even if it wasn't exactly it. Besides, he could always substitute. It wasn't long before he felt that sensation on the back of his neck, like a pair of eyes watching his every move. He smirked, that was new. Of all the years he's stayed under, no one had been able to track him down. And why would they bother? Sure he left his unit without a word, but people deserted in times of war every day. What made him any special? Maybe it wasn't even about that. But when he took a side glance around and found who was looking at him, he knew this guy was a peacekeeper. Who the hell wouldn't know, this guy just looked like Max wanted to punch him in the face. Definitely someone with authority. He continued to peruse around, searching for the thing he still needed. This guy, whoever he was, wasn't going to stop him from looking at something that could earn him money that could feed him for a week. When he'd searched the last of the vendors, he shook his head and made his way out. Perhaps it was better to just find it himself. Steal right from the factories. That would be a job for another day, though. Right now... Max walked around District 5, winding through the streets, taking a round about way home. They wouldn't make it to his house. Not by a long shot. He kept his hands in his pockets, head ducked, and hat shadowing his eyes. The sun was sinking lower and lower towards the horizon. He turned a sharp corner to an alleyway and then at the right moment, he turned quickly into a dark patch of the wall that could easily be missed, and jumped up with ease, catching a latch and climbing up it before the man could even see where he went. Once he was on the roof, he whistled. There were some scuttling from around the alleyway and slowly, they emerged. The street rats of District 5. His own little family. Children crawled out from behind dumpsters, jumped off fire escapes, and through doors. They stopped a few feet from the man, circling him. This was how it was done. Max smirked and looked down at the man from his hiding spot up above the alley. The kids wouldn't hold him off, they weren't there to kill, just to distract him long enough so that Max could get away. He turned and walked towards his house, halfway across town. Oh, this guy had a few tricks. Tiberius could admire the cunning of Mr Fox, had he not been using it to get away with acts that were less than legal. His gaze scanned each figure as the children emerged. Street rats. Thin, dirty, and for some reason they came to his subject's aid. Just what he needed, distractions to make days of work meaningless. No doubt now the man knew his face and he would not be able to catch him in the market again. Not within the time he was allowed here. Even Tiberius couldn't pull off something like this indefinitely. He had to get to his job within the next couple days or he might be labeled a deserter himself.
"Well. Maybe I took a wrong turn." The man started with a slight shrug, although very clearly he had not. Nor was he fearful of this little crew. They were children for goodness sake, there was nothing they could do to him that he had not already experienced worse. Though despite his lack of true sympathy for the group, they were likely on the streets due to rebel parents anyways, he was not in the business of fighting children. Nor was he here was he here to arrest the children who had no doubt been guilty of theft. Which given the size of the group he would not have dared try anyways they not only had numbers but they knew the place better than he ever could. Pick your battles, he reminded himself.
He turned to leave the alleyway, back out of a conflict and find some other way to catch up with Nero. There were more of those rats. It took some convincing, and some coin, to escape the little trap without conflict. They could go get some food on his coin. This was turning into quite the expensive endeavor in both money and time. He considered giving in. But Tiberius did not give up. He had never given up on a mission and this was one of a personal nature. Hell if only so he could throw it in old man Marrik's face next he saw him.
Tiberius headed off quickly, leaving the children to most likely argue over who got what of the money he had left behind. One thing he could count on in these districts, desperation. Unfortunately desperation was not enough to get real guidance to the man's home. Though the direction of the roof which he had called the children out from had given him some clue. With any luck Fox would believe him occupied far too long and would relax his path. He quickened his pace, glancing down every alley he walked by. An intensity to his pace kept him free of being bothered.
He glanced around one corner, quickly catching movement. The man narrowed his gaze and quickly moved back to the corner to wait for the man to come past. As soon as he saw movement out of the corner of his eye he reached out and grabbed onto the man by the arm to try and push him back into the shadows of the alley. "Mister Fox, you're a difficult man to find." He muttered as he did, though he was fairly certain that he would also be a difficult man to hold on to as well.

Max had outsmarted him, just like he outsmarted everyone else. People tend to be so focused on a single thing that they don't pay attention to anything else, that was their problem. Max's brain was like lightning, thoughts branching out in every direction going faster than the speed of light, sometimes it was even hard for him to keep up with his own self. He had a lot to do, a lot to plan. He'd have to figure out exactly which factories had the part he needed. Then narrow down which factory would have the less risk. He could ask around for some info and he could stake out the place. It shouldn't take more than a day or two, if that. He worked fast, he hated waiting. "The hell--" he gasped when someone grabbed his arm and pushed him into an alley. His back hit the brick wall, but as soon as it did, he bounced back again and pushed against the man that held him. "Shit. It's you. How the hell..." he sighed and shook his head. Street rats. Ah well, they did buy him a minute or two. He should have followed his own advice, don't focus on just one thing. He was usually better than this when it came to paying attention to his surroundings, but maybe this guy was just that good. Max looked around the alley for an exit, there were two that he saw. Up, and the way he had been walking. Up was too tall, there was nothing to hold on to with the bricks that lay too flat on top of each other. The man was blocking his other exit. There was something satisfying about the gasp and second of shock which he caused for the man. Not surprisingly he didn't take well to being pinned and for the immediate moment Tiberius held him as firmly as possible against the wall. He was not going to let him go now that he did get a hold on him.
A bit of a smirk started across his face. "Oh yes, it's me." He commented without hesitation. He was good. He didn't get this far by not being good at these sorts of things. Oh he probably should have apprehended the man now, dragged him back to the local peacekeepers. Deserters were considered criminals after all. Yet Tiberius found himself without even a hint of the motivation to do so. He owed this man something. He shouldn't have felt that way. Not a bit of this was his fault. It was his father's. But that old fool wasn't going to make up for it in the slightest. Someone had to make something right for his half brother... even if it was a compromise for Tiberius to do so.
"Not a lot of people provide that much of a challenge." That was at least honest, he had the fortune of normally having the upper hand for one reason or another. "But I'm probably not here for the reason you think I am. So if you could save us both the trouble of running again..."
