Johanna had been brought to District 13, which actually surprised her. She thought James wasn't trustworthy and might try to kill her, but to his word, the kid brought her here. As much as she really, REALLY didn't want to go to District 13, it was the only place she was safe from the Capitol. Surely by now they figured out that the burning of the building was her--a missing victor, and one who was in the Capitol at the time of the burning of the building, added up pretty well to someone who wasn't a complete dumbass. But once upon the arrival of District 13, she wondered if this whole thing was going to be a mistake. The blonde woman took the elevator down to the floors, and a sudden realization came to her mind: would she be able to come out of this underground jail? It was so bland, and it would become so depressing for the convict. At the same time, she really didn't give a damn--it was a place where Snow wouldn't be able to touch her. She didn't have anyone left she loved either, so there was no way in hell Snow could hurt her anymore.
The first item on her agenda, and the only item, was to talk to Coin. She made a deal with Dominic in which he promised her that she, Johanna Mason, would get to kill Snow when the time came. Though she didn't, and couldn't assassinate Snows right hand man, he still better keep his promise or else there will be problems. If anyone deserved killing the B*stard, it was Johanna Mason. She would make sure that would happen while talking to Coin. The woman was a large asset, she knew, one that couldn't just be tossed out like the trash. No, they would need to keep her. As of now, she was the only escaped victor that went to District 13. They would specifically look for her in the rebellion, and if she wasn't there, then where would she be? Dead, they probably thought. But the victor was smart, charismatic, and could really get people riled up if needed. In desperate measures, she was going to talk to Coin about it whether the old lady liked it or not.
Looking through the halls, the District as a whole was so bland. Johanna was so used to the open air and the breeze on her face. She missed the smell of trees and the feeling she felt when she cut down a tree. But she didn't miss the feeling of looking behind her back ever two seconds and sleeping in the openness of the Victors' Village with her family and Lucas on her mind. At least she would be with people here, and maybe she'll be able to get help. It was doubtful, but she needed to stay as positive as Johanna Mason could. Sarcasm was something she loved because it mocked her true pain into a form of sass, which is what everyone needed in their life. Here, the walls were gray and so were the people. Their personalities looked pretty bland too, and Johanna knew she was just what this place needed. She was escorted by two rebels with semi's in their hand, and even they were bland while holding the guns. If she had one of those, she would have a big smirk on her face. But nonetheless, Johanna had a smirk on her face.
They took her to Coin's office, where Johanna was more than ready to talk to the leader. She looked like a mess from the long walk, but she wasn't nervous or scared. Nothing scared her now but her own memories. "Hello Coin," she said she she approached her. "It seems as if we have some important sh*t to discuss., so let's talk."

Alma sat behind the desk, staring at the screen. The rebels in the district were in trouble, they were desperate and desperation lead to trouble. She had to tighten her control over them, but Snow had been more guarded than ever and some of it had to do with a certain Victor who burned down the Gamemakers building.
Her door opened, the girl walked in. Cocky, filthy mouth, and out of control. She held back a sigh and sat up straighter in her chair, her elbows on the table, her fingers crossing each other. "It seems we do." Alma didn't wait for the girl to sit before showing her a video feed of the Gamemaker building in flames. The film was shot from the ground and it wasn't the best quality, but one of their spies had been able to capture it.
"You burned down the Gamemakers building, unfortunately there weren't many people inside, in fact only two. They lived, if you were curious. And, the games were not stopped." She tilted her head towards the girl, a strand of silver hair hung on her cheek. She pushed it back so that it was uniform with the rest before continuing. "I don't know what your goal was in that, but I see it as a failure."

Johanna listened to the cocky woman. She seemed so uptight, and in a lot of ways, Coin reminded the victor of Snow, which was a terrible thing. The way she looked, the upkeep on her appearance, the pristine words that came out of her mouth. It made the hairs on the back of Johanna's neck stand up. Oh god, what had she done coming here? But she was still safe here, wasn't she? The blonde woman questioned herself on her being here, but she had to stand up to Coin. She had to let her know what she wanted, and she wouldn't stop until she got it.
When she told her people were in the gamemaker building, she bit her lip. No, there wasn't suppose to be anybody in there. But in the back of her mind, she didn't care. They had killed her family and everyone she loved, so she hoped they suffered. But that wasn't how it was suppose to work. The victor sat down in a chair in front of the elderly lady. She was as gray as the compound herself. Hell, she even matched her hair with the walls! Good for her. Her outfit matched too. Was there some sort of uniform here? God, she hoped not, because if there was, Johanna was not going to follow it. She didn't like to blend in, obviously, and she wouldn't down here either.
Johanna raised an eyebrow at the woman when she called her a failure. She gave out a laugh. "Are you serious? It's better than anything you've done in the past 75 years! Things are getting worse out there, and District 13 is hiding in fear when you have soldiers and weapons all over the country. People, children, have died because you haven't made any move towards the rebellion. And they'll keep dying unless you do something. Something had to be done because nothing has been done on your part, so you're welcome," Johanna said, rolling her eyes. She almost said "Where was district 13 when my family died," but she decided to keep personal matters out of it. Either way, Coin was quite the lovely b*tch.

Alma was right about her, she was going to be a problem. Thankfully, she seemed to be hellbent on revenge and was far too aggressive for anyone to really take her seriously. It would take a lot of work, but Alma could keep her in line. Besides, she might need her later. Johanna Mason may not be charming like Finnick Odair, but she had her uses.
Smiling tightly, she put her fingers together over the table. "Ms. Mason, I understand that it must be difficult for you to grasp the intricacies of war, but we do have plans. If we want to win this war, we have to be tactical about everything, down to the last detail. We can not just go bomb The Capitol. We have to win each district one at a time. Not only will we gain more resources, but also people. We cannot fight a war without people. The more districts we have on our side, the better our chances of getting to The Capitol." Alma ignored her comment as if District 13 actually owed her. Self-righteous and strong willed, she will have to control her somehow.
Alma sat back in her chair, her posture impeccable. "Unfortunately, you cannot go back to any of the districts-- you are far too recognizable," Alma said. Perhaps she could provide more intel that they didn't already have, but they already had people on the inside in every single district. Her district, at the moment, was one of the most dangerous to The Capitol, all thanks to the Emerson family.

Johanna had heard so many stories about District 13. About how amazing, peaceful, and truly safe it was to be here. Where anyone would be accepted and could have a home here. It was a dream place for those who knew about it and for the rebels in the districts, but once Johanna started talking to the leader of this so-called "safe haven," every rumor and every ideal of District 13 was thrown out the window. Coin was talking to her like a child, like she was just someone to cast aside and throw off of her list. Johanna knew she wasn't amazingly important, but she did an act of rebellion that helped with the rebellion's cause and this is how she gets treated? Who did this woman think she was? She had been stuck in this god damn hell hole all of her life, not seeing what was on the outside world. She hadn't been in the games, she didn't know how hard it was to live out there. To Johanna and the people of the districts, a war was fought every day. Johanna fought a war in her mind, a war in her district, and a war on her own emotions. How dare Coin say that she doesn't know the "intricacies of war."
But for the first time ever, Johanna kept her mouth shut. But she was curious, and had questions. She let out a laugh to the silver-haired woman. "Wait, you say we can't just bomb the Capitol and that we have to win districts over one at a time. Do you know how much that doesn't make sense? If we just bombed the Capitol, the war would be over in a jiffy. No more Hunger Games, no more overbearing government, and you guys could easily take over. Hell, you have more than half of Panem on your side!" This war should've happened years if not decades ago. So why were they waiting to do their stupid tactical side? Why do they not gain the district's attention now? Coin, to her, seemed like someone who would be manipulative, and persuade people as to why none of the rebels have attacked yet. To her, this woman was just like Snow except on the opposite end of the spectrum. If anyone was a problem to her, Johanna could easily see the woman killing them quietly. This would be a totally different war Johanna would have to fight, and she would need to fight it in a smart way.
